Captain Carl Russell first enrolled in 2097 Royal CanadianArmy Cadet Corps in Forest Ontario, in September 1977, at the age of 13. He attended several camps and courses and held several positions as a cadet culminating as the Cadet Commanding Officer. He aged out in May 1983 and subsequently enrolled as an Officer Cadet in the Cadet Instructors List (C.I.L.) of the Canadian Armed Forces in November of 1983.
He transferred to 2672 Royal Canadian Army Cadet Corps in Peterborough, Ontario to attend Trent University September 1984.While in Peterborough, he was appointed as the Unit Training Officer , a position he held until Sept of 1987, when he transferred into 102 Royal Canadian Army Cadet Corps in Sarnia.
He was appointed as the Officer Commanding 102’s satellite unit in Petrolia, which subsequently turned into the current 2563 from January to June 1988. When Petrolia split from Sarnia in September 1988, he stayed on at 102.
He was appointed as the Training Officer of 102 in February 1989 and was subsequently also appointed as the Unit Deputy Commanding Officer, a position he held until June 1992, when he was appointed as the Commanding Officer of 102. He held the position as CO of 102 for four years, stepping down in 1996.
He was called off the Supplementary Reserve in April 1999, appointed as the Deputy Commanding Officer of his original Cadet Unit, 2097 RCACC in Forest. He was appointed the Commanding Officer of 2097 Forest in Jan 2000, a position he held until June 2005. He stepped down as CO and stayed on as DCO for a year before transferring to 132 Royal Canadian Sea Cadet Corps “Repulse” in Sarnia.
February of 2007 he was appointed as the Executive Officer, or DCO of Repulse, a position he held until June 2011. During that period of time he transferred to the Sea element in order to serve effectively as the unit Second in Command. In September 2012 he was appointed as Deputy Commanding Officer of 102 RCACC in Sarnia, a position he held until March 2013. In June 2013, he was transferred to 59 RCAC Corps in Chatham as Deputy Commanding Officer and Training Officer, positions he held until being appointed as Commanding Officer of 2563 Petrolia in September of 2015.
Captain Russell has served as an Instructor at RCIS – Central, teaching both the BOTC and JOL Courses. He served as a Platoon Commander and Company DCO at Ipperwash Army Cadet Camp. Served as a Company Commander at Blackdown CTC in CFB Borden. Also serving as the Camp Finance Officer of Connaught CTC in Ottawa. Most recently he served as Camp Movements Officer for HMCS Ontario in Kingston in 2016.
